Second atmospheric river hitting California, state of emergency declared in a number of counties

Thousands and thousands throughout California stay underneath a state of emergency Monday morning after torrential rain introduced widespread flooding to a number of cities and triggered mudslides. CBS Information correspondent Elise Preston is following the storm from Santa Barbara.
